Naharlagun-Dekargoan train service suspended

ITANAGAR, May 09: The Naharlagun-Dekargaon (Assam) train service has been suspended from today by Indian Railway. This comes days after All Nyishi Students Union (ANSU) and All Papum Pare District Students Union (APPDSU) demanded for immediate suspension of train service alleging that illegal migrants pouring into state using railway. While talking to this daily station master of Naharlagun railway station informed that as per the instruction issued by higher authorities of Indian Railway, the staffs of Naharlagun and Gumto stations have been withdrawn and both the stations have been sealed.

“The train service has been suspended indefinitely due to security reason,” the station master added. In a advertisement issued this evening North-East Frontier Railway informed public that the train instead of Naharlagun station, will now terminate at Harmuti and will continue to do so till situation improves.

Ever since train service started various student organizations of state like ANSU, SUMA, APPDSU and other civil society organizations have been expressing serious concern over large scale migration of outsiders into state. There is growing mistrust between people of Arunachal and Indian government over railway service. Large section of Arunachalee society believes that train service has been started in order to liquidate ILP system. It is this mistrust which has caused massive sentiment against train service. To make matter worse, railway authorities along with state government has failed to implement proper ILP checking system at train stations. Both the sides are blaming each other for this problem. “Everybody was aware that train service will start from March onwards. Why state government did not took any step in this regard. It is not our duty to check ILP and is prerogative of state government,” said a railway official who did not wished to be name.

Delhi Police receive bouquets and brickbats

From a Correspondent

NEW DELHI, May 09: Delhi Police received bouquets and brickbats during the maiden interactive session between its top rang officers and NE representatives at Hindi Bhawan here today.

Though praises were heaped on Delhi Police initiatives but numerous questioned were raised on lack of sensitivity about NE people among the police ranks, non-clarity in the notification issued to create the NE Cell to tackle the problems facing NE people, the cell set up in two barracks with hardly any furniture, manpower, logistics and financial power while the coordinator (joint commissioner of police Robin Hibu) appointed by the union ministry of home affairs had no authority, of the 41 cops from NE among the 82,000 cops in Delhi were holding insignificant position.

Delhi Police Commissioner Bhimsen Bassi was conspicuously absent while special commissioner of police (Law & order) Deepak Mishra, the chief guest, reached an hour later reflecting their sensitivity towards the NE issue.

However, the brainstorming session recorded the expectations of the NE people raised prominently by senior journalist Pradeep Kumar, who wondered how long it would take to recruit about 400 personnel of all ranks by Delhi Police from NE states as directed by the Delhi High Court and   why the NE Cell jurisdiction is yet to be notified with the required warewithal and authority to the coordinator? Supporting Kumar, AI pilot Capt Govind S Honjan suggested more women cops should be recruited from NE.

“Don’t treat us as criminals but victims,” corporate lawyer Ingchina (Nagaland) said while accusing Delhi Police of insensitivity by citing her personal experience in a police station.

When The North East Today Editor-in-Chief Pradyot Bikram Manikya Debbarma (Tripura) charged the Delhi Police for identifying those arrested from NE in prostitution cases by their states reflecting complete insensitivity, Mishra quipped that police only rescue such victims not arrest.

Advocate Liyi Marli Noshi (Arunachal Pradesh) hinted at the harassment meted out to NE people by the land lords who do not sign any contract but raise the rent every six months.

“Don’t discriminate NE people,” said Sentisingla Longchar, assistant professor & HoD (CSR), Lady Harding College and said that if defence forces could go to remote NE districts for recruitment why not Delhi Police (during 2003 recruitment only the vacancy was advertised in Guwahati-based newspapers). There should 50% reservation for woman in Delhi Police to increase their presence while 41 cops from NE should be well-placed to help NE people, she added.

Another woman demanded fast tracking and designated prosecutor to deal with rape cases.

When Prashanti Moktan of Eastern Sky Media hinted that there were only two women of the 33 NE representatives identified by Delhi Police, Mishra assured to look into it.

Mishra on behalf of Delhi Police honoured Good Samaritan Delhites and cops those who had gone out of way to help NE people in distress besides launching the Facebook (delhipolicefornefolks) for the NE people to communicate effectively.

Earlier, Hibu, in his address, exhorted the gathering to serve as ambassadors for their brethren and adopt a positive attitude.

“We have to walk together as India belongs to us. Blaming ignorance, lack of knowledge and language barrier for cases of discrimination”, he said that Delhi Police stands with ‘Zero tolerance’ policy for you against cases with malafied intention.

Citing the example of how as a young officer in Mizoram he felt discriminated but gradually that disappeared, JCP Sanjay Benita said ethnicity, cultural diversity and geographical divide creates such problem.

“Stop feeling as victim as you have equal right like anyone as citizen of India. Let us fight it together”, he added.

The Delhi Police initiatives included meeting NE representatives every month, setting up of police out posts in areas inhabited by NE people, NE Cell with 15 personnel including a DCP created at Nanak Pure, data bank being maintained, rape case fast tracked, BPO/call centres have to mandatorily drop women employees at night at their homes, 6,000 NE people registered as voters during last general elections, Delhi Legal Service Authority activated with five lawyers from NE appointed as counsellors, 100/1093 activated as helpline round the clock, woman help desk manned by officers set up in every PS, plain cloth cops deployed to nab eve teasers, women cops patrol vulnerable areas, NE Cultural Centre at Delhi, self-defence training for NE women and coaching for competitive examinations proposed, among others, as highlighted by Hibu though a PowerPoint presentation.

Tribute to a gentleman Mokar Riba

Gemar Padu

Today on the eighth death Anniversary of my elder brother Lt. Mokar Riba, I share with the family, friends and well wishers some of my memorable moments with him with a tearful adieu.

The year was 1981. The academic session had just begun. New students from village schools had just taken admission. It was a School debate competition held at the Auditorium at the beginning of the session. Those were the days good debaters were looked up with respect among students. I do not remember whether he spoke for or against the motion. When he stood up and started to speak, there was pin drop silence in the hall. Everybody was spellbound and few moment later, the hall was filled with reverberating claps to his each point. Unbelievably even the opponents clapped in unison. There was complete mass hysteria all around. Such was the oratorical capability he held. I became his instant fan. He also was a new student who joined back to become student again after serving as teacher for more than five years in an orphan school opened by our Ex- CM Gegong Apang. Soon I discovered that we were in the same hostel. He was in OBT thatched Barrack at Hirik Hostel. In an attempt to come close to him, I was looking for an opportunity. Then one fine Sunday, I came to his room in the pretext of serving midday tea only to be politely refused. He was sitting lonely listening to YE HAWA YE HAWA... YE FIZA YE FIZA.  HAI UDAAS JAISE MERA DIL MERA DIL- by Mahendra Kapoor from GUMRAH on his Gramophone. That was my tryst with a Gentleman, the Late Mokar Riba. At that time when I heard that song in his room, I thought it was just apt; never to realize that one day it will ring in to my reminiscence. From that day, we became so close to each other that I did not feel the absence of an elder brother. The following year he was awarded Silver Medal by the Government of Arunachal Pradesh for his exemplary humanitarian service as Teacher of an orphan School in a remote place. The same year he got elected as the General Secretary of Along Higher Secondary School with thumping majority though it is another story that he had to step down with pressure from the student community after the famous AAPSU agitation of August1982.  He was a philanthropist. He would always come forward to help the poor and needy students but that was never for advertisement. I was one of those students. He was a man of great personality. He was a teetotaler and a theist.  In 1990, he went to Italy to study Theology and stayed there for a year and came back to India as a messenger of Universal religion. He would never share his problem with others though he would always share the problem of others. Eight years back on this day the 10th May 2006, Mokar Riba, the true gentleman left us forever, the news that shook the entire state. In his untimely demise, Arunachal Pradesh lost a dynamic and a selfless young leader of the State. (The  author is an Assistant Engineer in PWD,Highway)

Interesting days ahead

With Look Sabah poll results just a week away, the political parties are beginning to explore every possibility to form next government. Opinion poll shows that BJP lead NDA will win maximum seats but still it is not clear whether they will get absolute majority. On the other hand Congress lead UPA have not given up hope and has even hinted that they are ready to extend support to the third front to keep BJP out of power.

With the possibility of hung parliament increasingly looming large, the role of small regional parties will be significant. Parties like AIADMK, BJD, YSR Congress, and TRS have not made their stand clear yet. Many political pundits believe that even parties like NCP, BSP, and SP who have been either part of UPA or extended outside support may also change loyalty post election. BJP on Friday said it does not believe in "political untouchability" and is open to take support from any party. The principal opposition party has started wooing possible alliance and has set tone for post poll political storm.

Let us together prevent forest fire

Dear Editor,

This is in response to the article published in Readers Forum column of your esteemed daily dated 1st May, 2014, under the headline “Forest Fire Creates Havoc at the Fringe Area of Itanagar Wildlife Sanctuary”. It is to clarify that Department of Environment & Forests, Government of Arunachal Pradesh tries hard to put in all efforts to prevent and control forest fire in and around Capital Complex every year especially during dry season. The department caries out awareness campaign programs like-publishing advertisement about different ways tocontrol forest fire in all the leading local dailies and also through Radio, Television. Displays banners are put in different prominent locations and awareness programs in schools and other place are regularly conducted. Forest Fire protection staffs are regularly engaged for the purpose. But, even after so much of efforts put in by the department, the Forest Fire still becomes matter of concern to all of us.

The beautiful natural forest of Itanagar (as mentioned in the article) is being destroyed by migrants population who come and settle in the Capital Complex from across the state. It is a matter of discussion and we need to find ways for this problem. All possible actions are initiated by the Department to contain illegal activities in the area. It is requested that people of state should understand the land status and policy/ programme of State Govt. We are taking every step to prevent illegal activities with collaborative efforts of police and district administration. The Department is of course concerned about protection and preservation of protected Area, but due to capital project, the matter at times, becomes complicated.

To improve and facilitate local fringe area dweller of Itanagar Wildlife Sanctuary and to support and create sense of belongingness among them, the Department annually keep provisions of fund under various schemes of the state as well as Central Govt. i.e. CAMPA, CSS, TFC, PE etc. for creating awareness programmes, fire protection, management of habitats of wildlife sanctuaries etc. Department also facilitate  for poviding items like CGI sheet, LPG Gas, creation of horticulture garden with fencing to the local fringe dweller of Itanagar WLS. There is no base to argue that funds / works are not allotted. The management plan of the sanctuary is also in place. In case of any illegalities are found / detected and brought to the notice, immediate action is taken by the wildlife and forest officials under relevant the Act. This year also the wildlife and forest officials have taken action against the suspected offenders by filing FIRs against them besides taking departmental action as per the relevant Act. Regular occurrence of Forest Fire during dry season every year is really matter of great concern to the Department of Environment & Forests and to every conscious individuals of Capital Complex. Therefore, the Department of Environment & Forests, Govt, of Arunachal Pradesh, once again appeals to the Citizens of Capital Complex, PRI Leaders, NGOs, students etc. to cooperate in preventing Forest Fire and help protect wildlife sanctuary and Reserve Forest in and around Capital Complex in particular and the State as a whole for posterity.

Yours,

Joram Dopum

How do you look on Cow/Ox/Bull- as meat or symbol of god ?

Dear Editor,

This is in response to the article titled ‘RSS turns Arunachal Tribal towards Hinduism’ by one Nitin Sethi that appeared in the local dailies few days back. I, being a local citizen of this state would like to add some views from my side. As per my understanding is concern, Mr. Nitin Sethi might be trying to bring the two different religions into one family i.e., Donyi Poloism and Hinduism in context of their way of worshiping the nature (moon or Chandra Maa, sun or Surya Dev etc.) and idols (statues of countless Bagwans and local idol made with bamboo and wood).  In whatever way you may try to mix these two, there is a big question, which has to be known to everyone. How can donyi poloism and Hinduism be the same? Since, from time immemorial (from forefather’s time) Cow and Ox are being used for sacrifices during festivals or in special occasions. Moreover, the tribal people are extensively having habit of eating beef in every household especially in the village level. On the other hand, Hinduism has great motherly love and respect for the COW/OX/Bull considering as ‘NANDI’ a close-devotee of Lord SHIVA. Taking bath in Ganga River by a Hindu is quiet aware but from some sources, it is also learnt regarding strict custom of Hinduism that, when a person sins, He/She must drink and take bath with the Urine of Cow/Ox as a sign of spiritual purification. If it is so, then every tribal whosoever willing to accept the idea of Mr. Nitin Sethi and agree to mix his traditional faith with Hinduism must stop eating beef and go through the same spiritual purification for we have sinned by eating beef. One cannot eat beef and bow down before the Statue of Lord Shiva etc. in the same time. In short, it is not possible to mix Donyi Poloism and Hinduism because in one direction it seems some similarities but on other way there are vast differences.

Yours,

T.T. Talom

Attacks on teacher is unhealthy for society

Dear Editor,

Through your esteemed daily, I would like to put forward my concerns over the repeated attacks on a teacher, that too while performing an examination duty.

It is said that 'teachers are the second parent' and 'school/college is a temple of learning' but the ever increasing attack on teacher is a contradiction to the age old sayings. Indeed, this is an unhealthy trend practised by the those considered future of the society(student) and a very serious matter that every student need to introspect.

The recent attack on the college teacher has come to the limelight not too far since the last attack had taken place. Such physical attack deserve condemnation from all sections of the society and indeed, it is a barbaric act which is unexpected from an educated youth of today. All the students are requested to abstain from indulging in violent acts. We expect various student unions to guide and also take stern action against such offender.

Yours,

Habung Tamer

Itanagar
